Mandatory Advance Cargo Declaration (ACD) for shipments to Yemen from 1 February
The Yemen Ministry of Transport has announced that the Advance Cargo Declaration (ACD) procedure will be mandatory for all shipments heading to Yemeni ports, effective February 1st 2025.
Waiver requirements for Yemen
An ACD (Advance Cargo Declaration) certificate is required for all shipments going to Yemen, regardless whether it will be final destination or not.
The ACD certificate must be obtained from the port of loading by shippers, exporters or freight forwarders.
Following documents are required:
• Bill of Lading (Final);
• Commercial invoice (currency must be mentioned in USD or EURO);
• Freight note (currency must be the same as used in the commercial invoice).
Addtional information:
• The ACD number must be mentioned on the final bill of lading for all shipments to Yemen.
• The ACD certificate must be validated at least five days before the vessel arrives in Yemen.
Consequences of Non-Compliance:
If no valid ACD is issued, this may result in penalties, customs clearance delays or even seizure/confiscation of goods
